Wisconsin

What is it called?

• Community-Based Residential Facility
• Wisconsin also has a separate category of assisted living facilities called “Residential Care Apartment Complexes” consisting of independent apartment units each with its own kitchen, bathroom, and living area (information below only applies to Community-Based Residential Facilities)

What services are provided?

• Nursing care
• Medication administration
• Personal care
• Leisure activities
• Transportation

Who can be admitted?

• Residents who do not require care above intermediate level of nursing care
• Residents who do not require more than three hours of nursing care per week

Who is inappropriate?

• Must be refused admission or evicted
     o Needs nursing care more than three hours per week, for 
        a period exceeding 30 days
     o Confined to a bed, unless condition is temporary
     o Needs are incompatible with other residents
     o Needs exceed what facility can provide
     o Requires 24-hour supervision by a nurse
• Exceptions to disqualifying conditions
     o State may grant a waiver to allow a condition that would otherwise
        be prohibited
     o Nursing care more than three hours per week for a period longer
        than 30 days can be accommodated if state waives this limitation
        due to stable condition, and the necessary services can be
        provided

What training is required for direct care staff?

• Orientation training
     o Prevention and reporting of resident abuse, neglect and
        misappropriation of resident property
     o Emergency evacuation procedures
     o Recognizing and responding to resident changes of condition
• Initial training (completed within 90 days after starting employment)
     o Resident rights
     o First aid and choking
     o Fire safety
     o Recognizing, preventing, managing and responding to
        challenging behaviors
     o Task specific training (e.g. medication administration)
• Continuing training
     o At least 15 hours annually

Is any public payment available?

• Yes: Community Option Program (COP) and COP-Waiver funds may be available depending on eligibility and waiting lists
