Overview of Assisted Living in Arizona
What is it called?
- The official licensure term is “Assisted Living Faciliites”
- The term "Assisted Living Home" is used when the home serves 10 or fewer residents
- The term “Assisted Living Center” is used when the center serves 11 or more residents
- The term "Adult Foster Care" is used when an Assisted Living Home provides adult foster care
- Each type of facility can be licensed as providing supervisory care, personal care, or directed care services
What services are provided?
- Supervisory Care Services include:
- General supervision
- Daily awareness of resident functioning and continuing needs
- Crisis intervention
- Self-administration of medication
- Personal Care Services include:
- Assistance with daily activities (performed by non-professionals)
- Provide or coordinate intermittent nursing services
- Administration of medications and other treatments by a licensed nurse
- Directed Care Services include:
- Personal care services for people unable to recognize danger, summon assistance, express need, or make basic care decisions
- Who can be admitted?
- Supervisory Care Services:
- Adults who need help with daily activities that can be performed with professional skills or professional training
- Personal Care Services:
- Adults who need help with daily activities
- Adults who need intermittent nursing
- Directed Care Services:
- Adults who need Personal Care Services, but cannot direct that care themselves
Who is inappropriate?
- Must be refused admission:
- All Facilities
- Adults who require physical or chemical restraints
- Adults who require services the facility is not able to provide
- Adults who endanger the health and safety of others
- Personal Care Services
- Adults who cannot direct their own care
- Adults needing continuous nursing services
- Bed bound Adults, unless it is due to a short term injury or the facility has made special arrangements with the resident for their extra care
- Adults with stage 3 or 4 pressure sores; unless written authorization by a physician is obtained or the resident is under care of a home health agency or hospice agency
- Directed Care Services
- Adults needing continuous nursing
- Bed bound Adults unless it is due to a short term injury or the facility has made special arrangements with the resident for their extra care

- Can be evicted:
- Residents who are ineligible under admission guidelines (see above)
- Residents with an issue of medical urgency
- Residents who fail to pay or violate their contract

- Residents who need continuous nursing services that are able to contract with licensed hospice services to provide that care
What training is required for direct care staff?
- All Staff:
- Certified in First Aid and CPR
- Complete 6 hours of annual training related to promotion of resident dignity, independence, self-determination, privacy, choice and resident rights
- All Caregivers:
- Must be trained at the level of service the facility is licensed to provide
- Have a minimum of 3 months of health-related experience
- Complete a minimum of 2 hours of ongoing training for every 12 months of employment
- All Certified Managers:
- Training for all levels of care plus an additional 8 hours of training
- Supervisory Care Services:
- Complete 20 hours of training, or the time necessary to prove competency prior to beginning work
- Completes 6 hours of continuing education per year
- Personal Care Services:
- Complete 30 hours of training, or the time necessary to prove competency prior to beginning work
- Caregivers must also be competent in providing supervisory care services
- 8 hours of continuing education
- 50 hours total of training
- Directed Care Services:
- Complete training required for Supervisory and Personal Care level, plus an additional 12 hours of training prior to beginning work
- 10 hours of continuing education
- 62 hours total of training
Is nurse staffing required?
- Not specified
Is there any public payment available?
- Yes. The Medicaid program may pay for assisted living services through a Home and Community Based Services Waiver.
