(07/09) Assisted Living Concepts announces plan to drop assisted living licensure at Dubuque, Iowa facility
The Dubuque Retirement Community, owned by Assisted Living Concepts, Inc., has had quality of care problems since it opened in 2007. The state has repeatedly cited Iowa’s largest assisted living facility with deficiencies, and imposed fines, for problems including lack of hot water and broken water pipes, insufficient staffing, food service, and medication errors. In February 2009, a resident who fell and broke her hip was not found by staff for 15 hours. Now under conditional licensure status and prohibited from admitting new residents, “the owners announced their plans to forgo state regulation by offering apartment-style, independent living with health services provided by their [wholly-owned home health] subsidiary.” Clark Kauffman, “Assisted living center changing its status to avoid licensing rules,” Des Moines Register (July 13, 2009).
