What is it called?
· Residential Care Facility
o Two levels: Level I and Level II
What services are provided?
· Level I
o Protective oversight and care during short-term illness
o Medication administration
§ Must be administered by either a physician, nurse, certified medication technician, or medication aide
· Level II
o Same as Level I
o Protective oversight and care during short-term illness
o Assistance with personal care
o Supervision of physician-directed health care
· Third-party services
o Home health services may be provided in both types
Who can be admitted?
· Physically and mentally capable of evacuation
Who is inappropriate?
· Must be refused admission or evicted
o Levels I and II
§ Mentally and physically incapable of finding safety when necessary
§ Need for skilled nursing care
§ Needs the facility cannot meet
§ Danger to self or others
· Exceptions to disqualifying conditions
o Levels I and II
§ With physician approval, facility may temporarily (up to 45 days) allow a resident to stay even if resident is incapable of exiting the facility unassisted in case of an emergency
o Level II
§ May accommodate Alzheimer’s or related dementia if resident is physically capable of finding safety, but mentally incapable (specialized regulations must be satisfied)
What training is required for direct care staff?
· Initial training
o Level I and II
§ Orientation (at least one hour) to include:
· Emergency procedures
· Infection control
· Reporting abuse
o Level II
§ At least 24 hours training, 12 relating to care of dementia residents
· Continuing training
o Level II: at least four hours of in-service training each quarter
Is any public payment available?
· Yes, a Medicaid state plan may pay for personal care and advanced personal care services
